The project was developed under the New York State Housing and Community Renewal Program (HCR) and financed through the Westchester IDA. rcRussell's engagement on Crescent Manor was a preconstruction services scope — budget development, design audit, value management, and schedule planning — laying the cost, schedule, and constructability foundation needed to advance much-needed senior housing in the Westchester community.
